I think that is the model the BC Liberals and NDP have chosen in BC with regards to the film industry and its booming. Its actually creating so much employment in this sector that its taking away jobs from American film & tv workers in the United States. But the BC guv doesn't just give the money away in the form of across the board . The film companies must show evidence that money was spent on production and creating jobs and then the tax cutsxare given to them.
