Reading this thread, the thing that keeps popping up in my memory is that on another forum (now extinct) there was a thing often done with people who kept registering alts when they knew it was an unwelcome practice.



An admin would simply remove their permissions to edit their avatar, and "select" one on their behalf.



Seems childish, to relate it now, but at the time it was pretty funny.  The admin was usually Edna Bambrick, and "his" collection of avs for this purpose was deep, rich, and hilarious.
