The vast majority of people that lost their jobs weren't high wage earners.  Think hair dressers, restaurant employees, etc.



And no, the vast majority of Canadians do not have any substantial savings.  There are various reasons as to why they don't, but that's for another discussion.



When millions of people lose their jobs almost overnight, there is a clear benefit for governments to inject cash into the economy, and that is what CERB is doing.  This money isn't being 'horded' by the people, it is being spent in their communities on rent, groceries, or whatever.
