Is it justified?
I think it's egregious behavior to buy a cart full of formula when there are other babies in your community. Maybe by several, but 25-30, outrageous.
They should have learned from the toilet paper shortage.

I have a grand baby on formula. My daughter hasn't had issues finding it, thank God

I think it's regional. The government bought some from Germany and is working on distributing it. There are only 4 makers of formula, and some babies died, ostensibly from contaminated formula. FDA was slow to react. Of course, there are only 9 inspectors for the entire country. What a cluster.
