Canada has tens of thousands of Pakis who came here on scam student visas and then never go to the school they have a student visa for and instead work. One of the most common jobs they take is long haul semi driver.

If I lost a family member to a foreign driver that should never have had a big rig license in the first place, I would definitely be talking to a lawyer about holding the state or province accountable that issued the license.

International rivers would be federal jusrisdiction. But, that does not mean the state has no responsibility.
