is that just a normal engine hitting trees and such or would it be a plow?  Or do engines have plows on the front?

That's not a locomotive. It's a ballast regulator. We use them in the winter for snow service. The guy in the cab with him would be the assistant machine operator. The AMO lines all the switches. Kind of like a conductor on a freight train.
