Actually, the previous three presidents' policy on Korea was not working. Strategic patience and  appeasement was not sustainable.



The ICBM test launch shows North Korea has not changed strategies. For twenty five years, when they have test fired missiles near Japan or the ROK they have received concessions from Korea, Japan, the US and China.  If they get concessions from those four countries, North Korea wins. If the Trump administration doesn't blink and can get the other three countries to do the same, the Trump administration's changing tact on North Korea will be proven a success.



What there will not be is a missile attack on  the US, Japan or the ROK.

You're right, Clinton, Bush and Obama as well as Kim Dae Jung and Roh Moo Hyun(ROK's worst president) created this unsustainable situation.



The Trump administration, to their credit, has pressured China into stopping coal exports to Pyongyang(win-win for the US). Exports of manufactured goods to the regime have slowed too. The response from the regime as with past presidents. If they get sanctions removed, this will be the fourth US administration this strategy has worked on.



But, if Trump does not acquiesce, and they can twist the arms of The ROK and Tokyo to do the same, it will force Pyongyang to back down or double down. If the latter happens, the likely option is a military strike that keeps the Kim dynasty in power,

 but blocks the regime's ability to deliver their nuclear or chemical weapons is the likely option.
