The two cops were shot when they found the victims that were lying dead on the ground.



In the US, police are trained to essentially 'ignore' any of the wounded in an active shooter scenario, no matter what their injuries may be, until the shooter is no longer a threat.  I'm not sure what the Canadian protocol is...
