You do not need any skills at all to do that job including English. You want to spend as little as possible on tasks like that. Particularly when it's the public's money.

No there is not. I have lived abroad more than half of my life. In every country I have lived in cleaners and other menial task workers are not paid well. And guess what the sky didn't fall. In fact, camps and trailers were cleaner in developing countries than in Canada, US and Australia where they were paid more. The government has no right paying cleaner more than they are worth. It's our money, not theirs.
