These are crimes, this guy is clearly a criminal and by going to a foreign country to abduct him and bring him back (itself a crime), you are giving him the opportunity to indulge in further criminal activity... at everyones expense.

So the answer to of him "not doing nothing" is to prevent him from gaining the opportunity to do more of it. Fix the fucking education system so that graduates might at least understand cause and effect, or lock up the braindead mental cases championing these dickheads cause because they are clearly a danger to themselves and society at large.
