Am I wrong to think "jailing" these peoples actions is just plain WRONG?
There is absolutely no way people would be jailed for leaving water in a desert in Australia.
Fine yes perhaps, jail no way.
Jails should be for violent offenders only.

If they brought their own rescue crew, it would not be a risk to emergency services or a cost to the city.
