I wasn't into either magazine as a kid, but I remember Cracked.
Mad was mostly satirical, and it was difficult to actually follow much of it's humour, as the satire was based on American culture.
I think it appealed to teens because it could often be a little risque. But rarely was it funny outside the US...not that it was ever intended to be.
It also relied on parody...writing comic material based on popular culture icons from American entertainment. Parody is a cheap way to get a laugh and more often falls flat when readers have never seen or followed the TV show or movie the parody was based on.
Nonetheless it was a fundamental part of American counter-culture for many years.
This is typical Mad humour.
I don't get it, but Americans might.
