Historically there was never any real need to defend the border though. Canadians typically don't want to live in the US illegally, nor do Americans want to live in Canada illegally.
And if you were caught trying to enter illegally, your ass would get booted back home quickly.
Roxham Road is a unique beast, and what happens there only happens there. There, the police "arrest" them, and in doing that they aren't booted right back to the States like they should be.
Once they are "arrested" here, they can now claim refugee status, roam the streets, get welfare, medical, you name it. A true illegal would not qualify for any of that, and as such the incentive to remain a true illegal in Canada remains low.
Roxham operates differently, in that there is the incentive to cross at that one point... An incentive that exists nowhere else along the border.
