The Liberal government is proposing legislation that would impose tighter rules for claiming the Canada emergency response benefit (CERB) and is threatening to impose fines and jail time on those who deliberately lie on applications.
The bill comes as the government faces pressure from the Conservatives on the one hand to weed out fraudulent claims and urge people to get back to work — and pressure from the NDP on the other hand to extend emergency aid and avoid going after Canadians who file ineligible claims.
In a bill to be tabled in the House of Commons Wednesday, the government says Canadians won't be eligible to claim the benefit if:
They fail to go back to work when it is reasonable to do so, and their employer asks them to return.
They fail to resume self-employment when it's reasonable to do so.

Tracking income is easy. It's also easy to find out if they were recalled at their workplaces. And if employers comply with provincial guidelines on social distancing in the workplace, that takes away the safety excuse for not returning to work.
Fraudulent CERB applications could land Canadians with $5K fine, jail time
Canadians who made fraudulent claims for the coronavirus emergency benefit could face a fine of up to $5,000, a penalty double what they received in improper benefits and jail time.
Those who refuse to go back to work could also face financial penalties.
That's according to a draft version of legislation expected to be tabled by the federal government on Wednesday, and which aims to fill in some of the gaps in the existing rules.
Making a false or misleading claim, failing to declare all income, knowingly receiving an income benefit that a person isn't eligible for, non-disclosure of facts or facilitating omission of any facts are all listed as offences under that legislation.
Committing any of them will land a person a fine of up to $5,000 "plus an amount of not more than double the amount of the income support payment that was or would have been paid as a result of committing the offence."
They could also get hit with the fine of up to $5,000 plus up to six months in jail.
Continuing to collect the benefit while refusing to work will also result in penalties.
The legislation says individuals in that category include those who "fail to return to work when it is reasonable to do so and the employer makes a request for their return; fail to resume self-employment when it is reasonable to do so; or decline a reasonable job offer when they are able to work."
Doing so could result in a retroactive fine of up to triple the amount improperly claimed once the individual was able to return to work.

In Alberta, to apply for income assistance, you must show proof of the following:
identification
proof of assets
banking information
proof of employment income
medical forms (if you cannot work)
immigration papers if you came to Canada in the last 10 years

I remember when I was in my early 20's, I owed the government a small amount of money...I paid it off, but I guess I was $20 short...anyway...I moved away...finally after 4 years, I get a letter in my mail from the government, and they wanted their $20, and I had 30 days from the mailing date to pay this money....I couldn't believe it! It took them 4 years to find me just for 20 dollars.

All kidding aside, I have a buddy that went to jail for some minor charge years ago. It was kinda comical though, as it was only on weekends... He had to show up Friday evening, and was released Sunday evening. He had to do that for a couple months. His cell-mates were usually pretty chill, and he had no problems.

No, because as surprising as this may be to you, there are people in society that don't commit serious crimes that would land them in jail... unlike the father of your child.
There are people out in society who commit serious crimes everyday...some go years before getting caught...and some commit smaller offenses like you. Do you know who are sitting next to in a public place? Could be anyone, an abuser, rapist, pedo, fraudster, murderer, idiot, etc....all sorts of crimes...the courts are overwhelmed with these kinds of people..it can be years before some see a trial cause there are so many of them.
I'm thankful for the experience, I got to see first hand what the prisons were all about from the inside. I talked to a lot of other inmates there during some social dinners...I also got to know some CO's too. I know others who have done time for small shits too, they don't want to go back.

Not all prisons are the same. Federal, Provincial, different security levels depending on the person and their crimes... Depending on where you're sent, time could be rough, or time could pass fairly easily. Not all prisons resemble death row or what is portrayed by Hollywood... Most people just want to do their time in relative peace before they're released.

Bill C- 17 was drafted to penalize those who either hide income or refused any work to claim up to $8,000 in CERB payments.
But Parliament refused to grant unanimous consent for quick passage of the enforcement bill with the NDP opposed to criminal sanctions.
Thanks to the NDP, Mel will avoid the slammer for now.
