Title: Trudeau dropped ball with vaccine plan
Post by: Anonymous on November 27, 2020, 11:08:31 AM
Trudeau has always been too little too late or nothing at all throughout this pandemic. Americans, thanks to Trump's Operation Warp Speed will start vaccinations in two weeks. Canadians could be waiting and dying until spring.

Trudeau dropped ball with vaccine plan

Politics is all about symbols.

So is the growing vaccine scandal in Canada. It doesn't have a name yet, but it is growing.

The scandal, as everyone should know by now, is this: Our allies are going to start vaccinating their citizens in a matter of days.

The British have more than 1,000 vaccination locations that will be operating seven days a week starting next week. Two weeks after that, the United States will commence vaccinating millions of its citizens every month.

The Germans and other allies, too, will kick-start massive vaccination programs in December.

In Canada, none of that is going to be happening. In fact, the federal government can't even tell us when we will be receiving a life-saving anti-COVID jab.

Trump and his administration instituted Operation Warp Speed, a massive and integrated effort to get vaccines delivered to state governments. From there, into the arms of American health-care workers and the most vulnerable.

If he has any legacy at all, it will be that: Trump actually delivered the vaccine to Americans pretty quickly.

So did Britain's Boris Johnson and Germany's Angela Merkel.

Trudeau? He has indisputably and spectacularly dropped the ball. He had months to develop and implement a plan to ensure Canadians receive the same vaccines that our allies are going to be getting at the same time. He failed.

He has survived many other scandals — Aga Khan, SNC-Lavalin, WE Charity. He has had more lives than a cat. But his nine lives may be running out. His luck may be running out.

Trudeau's failure to get a vaccine for Canadians may well be his.

Clarity short, too

Hard to get info on in-demand COVID vaccines

If one thing is clear about Justin Trudeau's vaccine plan for Canada, it's that nothing is clear. Last week, Ontario Health Minister Christine Elliott announced that she expected her province to receive 2.4 million doses of vaccine starting in January.

Neither Trudeau nor federal Health Minister Patty Hajdu had been able to give a clear answer in the House of Commons.

Dr. Howard Njoo said that Canada should see six million doses in the first quarter of 2021, but called that an "optimistic projection." Since the leading vaccines require two doses per person, that would mean just 3 million people in a country of 37 million would get a vaccine.

Premier Doug Ford said that he would be pushing for answers during a Thursday afternoon call with Trudeau.

"We can't have our neighbours down in the states and everywhere else getting vaccines and Canada's waiting three months as their economy starts taking off, when they have have the vaccine and we're sitting back, you know, twiddling our thu thumbs wondering when we're going to get it," Ford said. If Ford and the other premiers were hoping for clarity when the they spoke to Trudeau late Thursday, they didn't get it. A source in one provincial government said the prime minister offered premiers no new information on vaccine delivery to clear up what had been a week of confusing statements from the Trudeau government.

A source with another provincial government said that the feds said they expected the first delivery of vaccines to happen in January and February, but that it could be March.

In Britain, they are booking appointments for their priority patients. In the United States, they are looking at the first shots being administered in mid-December.

In Canada, we are told that we will get a small amount of vaccines in the first quarter, which ends March 31.

Trudeau's grand plan looks like it will leave Canadians waiting and wanting.

Covering for a liberal is what the CBC (and others) do. It's always been "their calling" going back many decades

That said, I'm not sure if that is actual fact in Alberta as I don't know the facts of what has been going on

I have heard of a great divide between politician element  & health dept element that is quite ugly of late.

It sounds not only ugly, but very destructive to progress and affects the population

Fumble Fumble Fumble

Rollout to be done by September

Canadians watching Prime Minister Justin Trudeau attempting to explain away why he has no answers on when we might see COVID19 vaccines arrive relative to other countries might be forgiven for yelling out one of the internet's favourite ripostes, "You had one job!"

Asked time and again by reporters when we might see a vaccine given the U.K. is already booking appointments and the U.S. is looking at a roll out two weeks from now, Trudeau fumbled all over the place, often attempting bad sports analogies.

"I know people are really eager to find out when are we going to get that starting line, when are we going to start giving people vaccines," Trudeau said. "What really matters is when we get to cross the finish line."

It's an interesting line and one that might work on those who don't think about the implications. The PM doesn't want us to think about when we will start deploying vaccines because we will undoubtedly be behind other countries. There is also the problem that when you start later in a race like this you finish later.

At one point Trudeau promised the majority of Canadians would be vaccinated by next September, later he said more than half could be vaccinated by that time. That's a long ten months and the PM isn't able to tell us much about Canada's chances for a quick vaccination.

Given all the vague comments, the wiggle room, the obfuscation, I have serious doubts about that many Canadians being vaccinated by September. There are reports the Americans will wrap up their vaccination program by June. I'm thinking we will just be getting under way then.

It is understandable that with vaccines yet approved, the government may not have exact dates on when they will receive shipments. But if the Brits and Americans do, then surely we could get a general estimate. Instead, we have bureaucrats saying we could get six million doses, enough for three million people, or 8% of the population, "in the first quarter" and even calling that estimate "optimistic."

The real question is why we will be so far behind other countries in getting vaccines and the answer is because we started later. The U.S. and U.K. not only negotiated deals earlier, they also have domestic manufacturing, which puts them at an advantage.

We are also behind Belgium, Mexico, India and Indonesia, countries with a combined population of 2.5 billion, as Conservative Leader Erin O'Toole pointed out in the House of Commons on Wednesday.

"Canadians need to see a real plan for vaccines," O'Toole said.

Sadly, there isn't one. The federal government's role in responding to COVID19 directly has been limited. Most of the response takes place at the provincial level where they run the health systems. I can point to mistakes and successes for every single province, none have been prefect, but they have all done some things right.

I struggle to find what the federal government has done right on COVID-19. They didn't deal with the border and travellers bringing the virus in from China, then Europe and the U.S. On the issue of PPE, they shipped 16 tonnes to China and had greatly diminished Canada's National Emergency Strategic Stockpile ahead of the pandemic.

If the government hadn't dumped the early warning system we would have known about the pandemic and the real problems earlier as well.

On rent and wage subsidies, on support for students — otherwise known as the WE Scandal — the government messed up.

Now on the vaccine, they have dropped the ball again. I wish I could say that I'm surprised but it is sadly part of a pattern.

Canadians need to see a real plan for vaccines." Conservative Leader Erin O'Toole

Too far down the line

Liberals could be in big trouble if non-producing countries get vaccine before Canada

It would be extremely odd if vaccine- manufacturing nations didn't inoculate their citizens first.

We would, if Canada were still a major producer of vaccines, as it once was.

The problem for the Trudeau Liberals is that other non-producing countries will receive the vaccine ahead of us.

It could be politically damaging for the Liberals if Canadians see news stories of Americans crowding into major sports stadiums, Brits shopping maskless on bustling high streets and Germans rushing out to eat at restaurants while we are still hunkering down in our basements socializing with no one, tensely awaiting that day's infection and death toll reports.

David Herle, a longtime Liberal strategist and host of the podcast The Herle Burly, told the Hill Times on Monday, "Every day that a vaccine is being distributed in the U.S. but not Canada will be the worst day of the Trudeau government's life."

Herle added it will be even

worse if "seemingly lesser jurisdictions, like Mexico," get the vaccine before Canada, too.

And because the Trudeau government spent so many months backing a vaccine from China that turned out to be a bust, Mexico will very likely get a vaccine before we

do because it placed its orders with reputable pharmaceutical companies long before our federal government got around to it.

The most recent estimates are for 88 per cent of Americans to be vaccinated by May 31, while just 50 per cent of Canadians will be vaccinated by the end of August. (Sixty per cent is considered the vaccination level needed to reopen society fully to normal activities.)

On Thursday, NDP Leader Jagmeet Singh asked one of the most pertinent questions in the House of Commons.

Singh asked the Trudeau government directly whether it had ordered enough vaccines for the first round for the most vulnerable.

"We certainly don't have enough vaccine in the first round to cover all seniors over the age of 70," Singh said in the Commons. "So will the prime minister admit that he did not do his job to ensure there is enough vaccine in the first round for people who need it most?"

We're getting vaccines later and only getting enough between now and the end of March to vaccinate 8% of the population.

Those over the age of 70, which is the age group Singh asked about, accounts for 12.5% of the population.

Counting on China was as lazy, stupid & outright traitorous as it gets

BTW, I read the NACI National Advisory Committee on Immunization (NACI): Statements and publications last night

This is quite current & likely will stand (November 2020)

Recommendations

The following recommendations are meant to help plan for the efficient and equitable allocation of initial doses of authorized COVID-19 vaccines when limited initial vaccine supply will necessitate the immunization of certain groups earlier than others. These recommendations further sequence the key populations identified in NACI's recent evidence-informed guidance on Key populations for early COVID-19 immunization. The sequencing of these populations may change as more evidence on COVID-19 vaccines becomes available. Once initial supplies of authorized vaccines are available, the following populations should be offered vaccines according to the authorized immunization schedule (with efforts to ensure completion of the immunization schedule with the same vaccine). NACI does not provide further prioritization within the groups listed below.

Stage 1

NACI recommends that initial doses of authorized COVID-19 vaccine(s) should be offered to individuals without contraindications in the following populations:

Residents and staff of congregate living settings that provide care for seniors

Adults 70 years of age and older, beginning with adults 80 years of age and older, then decreasing the age limit by 5-year increments to age 70 years as supply becomes available

Health care workers (including all those who work in health care settings and personal support workers whose work involves direct contact with patients)

Adults in Indigenous communities where infection can have disproportionate consequences

Rationale

All residents and all staff of congregate living settings that provide care for seniors (i.e., long term care, assisted living, retirement homes, and chronic care hospitals) should be prioritized for the first COVID-19 vaccine doses as these settings in Canada have experienced a large number of outbreaks associated with a high number of fatalitiesFootnote5. Residents of these facilities are primarily of advanced age, further increasing their risk of severe outcomes, including hospitalization and death, due to COVID-19Footnote6.

All adults of advanced age should be prioritized for initial doses of authorized COVID-19 vaccines, beginning with adults 80 years of age and older, then decreasing the age limit in 5-year increments to age 70 years as supply becomes available.

Trudeau dropped ball on obtaining vaccine

So, who's got the vaccine? Who's done a good job, and who hasn't?

Prime Minister Justin Trudeau has said we don't have a vaccine, presently, because Canada doesn't have "any domestic production capacity for vaccines." That's a quote. That's also false.

For years, Sanofi Pasteur has operated a big vaccine manufacturing facility based in Toronto called the Connaught Campus.

And Glaxo-Smith Kline has long done plenty of vaccine production in both Quebec City and Laval, Que.

All of these operations supply vaccines for global clinical trials, or commercial sales, in Canada and around the world.

Trudeau fibbed. So what, some might say. Politicians generally — and Trudeau specifically — tell whoppers when they're in trouble. Does it matter?

It does, it does. Canada's federal government dropped the ball on obtaining a coronavirus vaccine.

Trudeau's main excuse for that has been that we don't make vaccines here, and countries that do will get them first.

He's also played hide-andseek on the vaccines file. Around the world, countries — even repressive regimes — have reported to their citizens about their efforts to acquire and deliver vaccines.

In Canada, for much of the fall, Trudeau's government simply said little to nothing about its own efforts. It went dark.

So, how do we compare to the rest of the world, then? How do we stack up?

Here's a quick summary:

UNITED STATES

The Americans are going to start vaccinating this month.

Under Operation Warp Speed, the U.S. has acquired hundreds of millions of doses of vaccines from Pfizer, AstraZeneca, Johnson and Johnson, Moderna and others.

First to receive the potentially life-saving shot will be 21 million health-care workers, plus 3 million Americans in long-term care.

The chief adviser to Operation Warp Speed, Dr. Moncef Slaoui, says 80% of the population of the U.S. will be vaccinated by May — some 265 million people.

GREAT BRITAIN

The Brits are also commencing vaccinations this month, at more than a thousand National Health Service locations, operating seven days a week.

They've contracted with many of the same firms the U.S. has, and they received their first shipment from the Pfizer plant in Belgium just last week.

Like the U.S., too, Britain is vaccinating frontline workers, folks in long-term care, and those most at risk.

They expect to have delivered close to a million vaccine doses before Christmas.

GERMANY

Like the U.S. and the U.K., the German government is also kick-starting a massive and integrated vaccination effort this month.

Its initial focus, as in other countries, is older people, those with pre-existing conditions, health-care workers, police officers, firefighters and teachers.

Mass vaccination centres have been built across Germany, and Chancellor Angela Merkel has said the pandemic will be defeated in 2021 when 70% of the German population — some 60 million people — is immune.

ITALY

As elsewhere, the Italians will be vaccinating the elderly and the healthcare front lines first.

They'll be doing so at walk-in centres across Italy, where the pandemic struck with a lethal ferocity in the spring.

And they've obtained more than a billion doses of vaccine from the biggest producers.

Italy's vaccination campaign will start in January, and the country's special pandemic commissioner says most Italians will be vaccinated by June or earlier.

Around the globe, our allies seem to be far ahead of us in their efforts to end the pandemic.

They contracted with the same companies we did — but they did so faster, and they were better organized, too.

The U.S., Great Britain, Germany: vaccinating this month.

Canada? A leak out of Ottawa this week suggested we will need to wait for "the spring thaw" — many months from now.

Trudeau insists none of that is his fault. And a poll this week suggests he's still popular.

But as the pandemic grinds on in Canada — and as our allies are increasingly freed from the shackles of the coronavirus — Trudeau will undoubtedly be wishing he got the vaccine a lot sooner.

And all of us will be wishing he'd done a better job.

The prime minister, Justin Trudeau said there would be 249,000 vaccine doses in Canada before the end of the year. That is only enough for 124,500 people.

Don't even count on that little taste.
