Not really, not considering how easily a ban on any board might be evaded nowadays.
I'm sure any moderator of 4chan (along with the wider user base) could tell you as much. They might even go as far to admit that apart from a few terminally and hopelessly pathetic cases, most users of 4chan simply fire up a new IP/MAC address and resume posting within minutes.
