Wisconsin DNR defends no population cap in wolf management plan
Wisconsin's Department of Natural Resources on Thursday defended its lack of a hard numerical cap on wolf population numbers in its new management plan.

If it is just to observe, father more data, and then use that data to come up with a better management plan then that might be ok. I am skeptical that is the reason why though.
