I think it would be to forget both of those if I was a resident of the Golden State. Particularly, the latter.
The biggest problem with California is that its a bellwether for the rest of the nation. For as long as I can remember, what starts in California eventually spreads to the rest of the nation. This WILL be the entire country unless a major change occurs. It would seem there isnt the stomach for the type of change needed.
