Maybe what he really wanted was a better negotiating partner who knew what he was doing, and he got it in Mark Carney. No doubt Trump influenced or changed the outcome of the Canadian Election.
Perhaps the sacking of Trudeau was what Trump was after and wanted all this time.
So in a sense he pulled 'an apprentice' & essentially 'fired' the former Prime Minister of Canada.
Trump wanted a new Prime Minister who was business minded & he got it. Plus he managed to push the Liberal party further to the Right.
Other than his politics, I don't think Trump ever liked Trudeau because because he found him too woke, superficial & he didn't speak his language - which us Business.
So perhaps Trump's real goal isn't/wasn't annexation but he just wants Canada to up its game & even perhaps to become less dependent on the United States. ie - to spend more and contribute more to defense & develop its resources,, make more efficient use of them.
I'm starting ta think Trump isn't really serious about taking over Canada & the tone of his voice doesn't seem like it.
If he was REALLY serious about War & Conquest, he'd do what they're doing to the Houthi Rebels in Yemen. That's the Serious Shit that's going on & annexing Canada seems more like banter or o side show.
Anyway, it's just a thought.

I did derive a certain level of amusement with trump's deficit of fucks to give when it came to playing nice with Carney. Anyone that expected Trump to capitulate on the revised arrangements between the US and Canada would be going away empty-handed, tail between their legs.
