The situation so far is that Indiana's legislature passed a bill allowing for the creation of a stadium authority that will get the financing and land for a domed stadium in Hammond. The Bears responded very positively to the move and Illinois is on the hot seat to make a counter move. The tension mounts.

No. They'll always be the Chicago Bears. The Indiana site is literally a 20 minute drive from Soldier Field where they play now. The other suburban site, which I think is better, is a whole lot easier for the fan base to get to.
