If the US said to China "We'll withdraw every single American from the peninsula, and every military resource, if you get rid of those whack jobs", China might give it some consideration. But as long as the US has a military contingent present, China will happily maintain their buffer. After all, if a million looney's stand in the way of the US hitting China from the south if the balloon ever did go up, I'd do the same thing.
