This is fantastic news for people with kids. The NDP plans to keep these populist ideas of the Conservative government as well as add their 5 billion dollar per annum and 15 dollar a day child care scheme.
The NDP plan's for health care and child care affordable over the first four years, but their cost levels rise dramatically in the long term. Something like 10 billion dollars per year more than the Conservative plan. Either they will have to raise taxes or cut spending in other areas. For these reasons, I will be giving my support to the Conservative party in the October election.

All the parties want to maintain the basic framework of universality, with the NDP copying it and then adding their own 15 dollar a day program on top of that. The Liberals propose a form of means testing which is ironic because in the past they were vehemently opposed to that idea.
Along with the family tax cut, increasing the contribution to tax free savings accounts and income splitting, they are fishing for the suburban two kid family votes. Even if they lose the election, the winning party will be in a difficult position with voters if they cancel these populist gems.

Yes, about 11.4% on average and some people will pay zero depending on their income. It's such a bad policy that Mulcair is going to keep it if he's elected. He'll just add another $5 billion dollar $15/day child care program on top of it to be phased in over 8 years.
