Mayor Jens Muller offered the suggestion at a recent town hall in the eastern community of Bad Schlema.
A resident pointed out that schoolgirls have already been targeted while passing the town's refugee shelter, and worried what might happen when the warm weather arrives and the girls are wearing less clothing.
"That's easy, just don't provoke them and don't walk in these areas," Muller replied.
Muller is a member of Chancellor Angela Merkel's Christian Democratic Union party, which has tumbled in the polls because of the divisive refugee issue.
CDU's support is at its lowest level in 4 1/2 years, a poll showed Wednesday, with a large majority of voters skeptical that Merkel's government has the refugee crisis under control.
The survey for public broadcaster ARD also showed backing for the anti-immigrant Alternative for Germany party has reached new heights.
Merkel has come under increasing pressure to reduce the number of migrants after 1.1 million entered Germany last year. Public unease has also grown following a slew of sexual assaults on women in Cologne on New Year's Eve.
The survey, conducted Feb. 1-2, found just 46% of Germans support Merkel, the lowest proportion since August 2011. In April last year, before the migrant crisis erupted, she enjoyed the backing of 75%.

They will reach a point of no return...Germany may indeed by the magnanimous land of milk and honey, BUT it is part of Europe, and they have ignored the fact that these people need to cross through other European nations before they get to their promised land. Those nations are pissed, and are closing their borders. They are also considering hitting Germany with a bill for their cost in managing this wave of parasites.
Germany acted alone, when it should have acted in accordance with its EU colleagues. Now it will pay a price.
