That's almost too easy for them.
They should have to stand in a long, stinky welfare line-up to receive their cheque. It would be somewhat embarrassing and humiliating for them, which is exactly what they need.
At least this way they have to put in some kind of effort, and can enjoy the sights and smells of a welfare lineup.

I don't know. Anybody can fall on hard times. Welfare should not be a career though.
