Best dumplings on the Upper East Side and loved by many locals and visitors.
They simply got tired of being regulated to excess and shooken down as a cash cow.
Government sucks.

Government sucks money and liberty.

Isn't NYC known for excess regulatons, taxes and fees?

Sometimes regulation gets silly...  Here's an example of something that I needed to purchase:

This goes in my window.  It costs $40.  The fine for not having one is $50.
This decal is rarely checked for, and really nobody gives a shit if it's there.
At $40 to purchase, it's a "mild" tax, and the punishment for not having one is mild at $50 also.
It is NOTHING but a "make work" project, designed just to pull in a few extra dollars and create a few more minutes of public sector "make work" time.
It doesn't serve any function to identify a vehicle (sticker is small), so the name on the door and the licence plate is used for identification.

If you see pictures of old trucks, you'll probably see numerous small licence plates alongside the main licence plate.
This little sticker replaces those old metal plates, which themselves served no purpose.
Stickers are cheaper to make.  The additional "licence plates" never did go away...

Is that the yearly plate renewal?

Yup!
That's right across Canada..
The NDP raised the renewal fee a lot.
