They are also going broke. Here in BC, a common term is "Winning the ICBC Lotto." It is part of the reason ICBC is going broke.
Now, obviously ICBC would not like to make payouts in such great sums for injuries, but the Supreme Court of British Columbia often issues insane amounts to those that are 'injured' (when an individual decides to not take the payout offered by ICBC, and instead hires a lawyer)...
This was a decision that was made just a couple of days ago, for a 'sore back' and some other minor shit, in a relatively minor accident...
Now you know why we call it "Winning the ICBC Lottery." And now you know one reason why we pay an insane amount for auto insurance here. These 'lotto winnings' happen all the time here, and are not a rare occurrence...

For those that don't know, British Columbia has a publicly run auto insurance system (Insurance Corporation of British Columbia), and it's mandatory to get basic auto insurance through them.Quote from: "Angry White Male"
