The shooting took place on Brookside Drive, a major thoroughfare in the city, according to the Fredericton Police Force. One person was taken into custody in connection with the shooting, the department said shortly before 10 a.m. They later announced that there was no further threat to the public.
The Dr. Everett Chalmers Regional Hospital in Fredericton said it was treating "multiple victims" injured in the shooting. The person taken into custody was also being treated for serious injuries, the police said.

It happens in most other countries also, including mine... the sort of stories government tries to manage vary from country to country and from administration to administration. In the case of the US, for example, since about 1948 there has never not been at least one CIA asset sitting on the New York Times editorial board, a fact that neither the CIA nor the NYT ever acknowledges.

Without an immediate and valid identification of the deceased, the police are not PERMITTED to release details. Often, they must also make an effort to contact any next of kin if they aren't at hand at the crime scene.
Given the antecedents outlined in the reports above, it is entirely possible we're dealing with an itinerant with dubious identification.
There is no purpose to withholding information that will be disclosed eventually. It is often a matter of circumstance.

In the US, police are trained to essentially 'ignore' any of the wounded in an active shooter scenario, no matter what their injuries may be, until the shooter is no longer a threat. I'm not sure what the Canadian protocol is...
