No information...EVER...is released by law enforcement agencies without careful consideration as to the consequences...and potential aid in the investigation. Media releases have become a component of law enforcement, and most journos in the crime reporting category know and understand this. It must be said that in my experience, the media have usually been perfectly accommodating with investigators in publishing material that may assist in the investigation...including bait, mistruths and prods.
I don't know about the US, but if SOME information that seems important is given out to the public, it would usually signify that they have their eye on a target...or some broad idea of the target's MO and how it may react to a bait in the media.
Perpetrators tend to panic if they see some indication that the Police are closing in. Looking for signs of panic is part of the investigation...and these days, signs of panic would include a monitoring of phone and internet activity in a specific area.
Another thing about IED terrorism is that the IED's are much easier to trace than the villains realise. The implements typically offer a number of investigative clues no matter how hard the offender tries to mask his weaponry.
That so many have been sent will almost certainly give rise to the expectation that the offender will be caught.
Unless, of course, the investigators don't want to catch him or her.

The novel Gone With the Wind was written in the very early 1900s and is an historical novel based on their civil war. You might have seen the movie but trust me when I tell you, the book is an absolute must read... it's 900 pages long and you might think reading the first 300 pages, "what the hell is caskur rabbiting on about?) but from page 300 onwards, if you can put the book down, I'd be astonished.
Read that book and you'll be able to then decipher the yanks mentalities. You also decipher that their Democrats really are the first capitalists in the USA... not the Republicans... The KKK started because the homeless black men were told they could have white women so started raping them... You will be able to see in those pages, Australian politics today.
