The task force recommended a range of policy proposals, including the creation of an agency to handle compensation claims and possible "down payment" to those eligible as well as how to calculate the amount California owes its Black residents.



Among the recommendations were possible estimates of reparations owed by the state, including:



An estimated $13,619 for each year of residency, based on a 71-year life expectancy, for harm caused by health care disparities.

An estimated $115, 260 or $2,352 for each year of residency in the state within the 49-year period between 1971 and 2020 to compensate for mass incarceration and overpolicing of Black communities.

An estimated $148,099 – or $3,366 for each year between 1933 and 1977 spent as a California resident – to account for discriminatory housing policies.

The IRS data shows a net 105,000 people left Illinois in 2021, taking with them some $10.9 billion in AGI. That's up from $8.5 billion in 2020 and $6 billion in 2019. New York's income loss increased to $24.5 billion in 2021 from $19.5 billion in 2020 and $9 billion in 2019. California lost $29.1 billion in 2021, more than triple what it did in 2019.



By contrast, the lowest tax states added some $100 billion of income during the pandemic. Zero-income-tax Florida gained $39.2 billion—up from $23.7 billion in 2020 and $17.7 billion in 2019. About $9.8 billion of the total arrived from New York, $3.9 billion from Illinois, $3.7 billion from New Jersey and $3.5 billion from California.



Texas was another winner, attracting a net $10.9 billion in 2021, which follows a gain of $6.3 billion in 2020 and $4 billion in 2019. Californians represented more than half of Texas's income gain in 2021. The Golden State also sent $4.4 billion to Nevada, $2.7 billion to Arizona and $2 billion to Washington. Nevada and Washington don't tax wages, and Arizona is phasing out its income tax.



Illinois lost income to all of its neighboring states, but the biggest beneficiaries of its taxpayer flight were Florida, Texas, Indiana and Wisconsin. Mr. Pritzker can't blame lousy weather since it's not exactly balmy in Kenosha. Billionaire Ken Griffin cited Chicago's out-of-control crime last year as the reason he moved his hedge fund to Miami.



Raising taxes to pay for under-funded public worker pensions and bloated social programs doesn't help the Land of Lincoln attract talent. The same is true for other blue states. New York Democrats in April 2021 increased the combined state-and-local top income tax rate to 14.8% from 12.7%. It would have been a surprise if taxpayer flight hadn't increased that year.



A major problem for high-tax states is that their escapees often pay more in taxes than their newcomers. The IRS data shows that the taxpayers leaving Illinois and New York typically made about $30,000 to $40,000 more than those arriving. Of Illinois's total out-migration, 28% of the leavers made between $100,000 to $200,000 and 23% made $200,000 or more.



By contrast, the average return of a Florida newcomer in 2021 was about $150,000—more than double that of taxpayers who left. High earners spend more, which yields higher sales tax revenue. This helped Florida post a record $22 billion budget surplus last year. California is forecasting a $29.5 billion deficit.



All of this income migration helps explain why Florida and other low-tax states lead the country in job growth. Employment grew 4.5% in Florida and 4.3% in Texas over the past year compared to 2.5% in California and 2.2% in Illinois. In March the unemployment rate was 5.4% in New York City metro region, 5% in Los Angeles, 4.5% in Chicago versus 1.9% in Miami.

After two deaths, approximately 53,000 hoverboards are being recalled due to fire risks, the U.S. Consumer Product Safety Commission (CPSC) said Thursday.



The voluntary recall impacts certain Jetson Rogue self-balancing scooters -- also known as hoverboards -- which were sold at Target and on the company's website.



CPSC said a 10-year-old girl and her 15-year-old sister died from an April 2022 fire in Hellertown, Pennsylvania. Local officials determined that a 42-volt Jetson Rogue was the point of origin of the fire, according to a news release from CPSC, which also said "the cause of the fire was undetermined."



But the agency said the lithium-ion battery packs in the hoverboards can overheat, posing a fire hazard. CPSC also said it was aware of other reports of the recalled scooters "burning, sparking or melting, several of which involved reports of flames."



CPSC advised consumers to "immediately" stop using and stop charging the recalled 42-volt version of the self-balancing scooters and contact Jetson for a full refund.



In a statement, Jetson said the voluntary recall was "out of an abundance of caution."

Utah's Nebo School District seeks to "prepare students to succeed in school and life." Apparently, that preparation now involves eating bugs and developing a dislike of beef.



Fox News Digital reported that a middle school in the district recently provided sixth-grade students with bugs to eat as part of an English assignment concerning the specter of anthropogenic climate change.



Students were instructed to write an essay on March 7 arguing in support of the consumption of insects rather than cows. The assignment's baked-in presumption was that the mass production and consumption of insect-based foods contra beef will impact weather patterns to a lesser extent.



Children involved in this interactive agitprop were reportedly barred from disagreeing with the premise in their essays. Some students were even given extra credit to consume bugs, which the district admitted to sourcing from a commercial site.



Amanda Wright, a mother of one of the students in the class, challenged the school's principal over the assignment, noting it had made her daughter feel uncomfortable.



Wright suggested that the assignment was tantamount to "indoctrination" and part of a concerted effort to evangelize on behalf of a "dark climate change religion."



In 2019, Swedish researchers warned in the journal Trends in Ecology & Evolution that by rushing into the mass production and consumption of insects, "we risk creating an industry that replaces one environmental problem with another."



Whereas Cutler told Wright's daughter there was no evidence to support not eating bugs, experts at the Swedish University of Agricultural Sciences suggested there is similarly little evidence to suggest that the mass rearing of insects won't turn out to be calamitous.



When the younger Wright attempted to raise an objection, Cutler said, "There's only one right answer to this essay. And it's that Americans should be eating bugs. Everyone in the world is eating them, it's healthy for the environment and there's just, there's only one right answer."

A man from Milton, Ontario, in Canada has been charged with second-degree murder after shooting a man who was trying to rob his home, as part of a five-man home invasion, according to the Toronto Star. One intruder was pronounced dead after being shot, and one more was arrested, while the remaining three are still at large.



At approximately 5 a.m., the suspects went to the house with the intent to commit robbery, according to police. The group was confronted by the man charged with the murder offense, Ali Mian, 22, and multiple gunshots were fired inside the home.



According to Mian's lawyer, Jag Virk, Mian lives with his mother, who was being attacked by one of the intruders, who was in possession of a firearm during the invasion.



"The intruder had a gun and was attacking his mother," Virk said.



The lawyer also told the outlet that Mian's gun is legally registered and that he only fired it once without the intention to kill. After shooting the armed man, Mian allegedly called the police.



Canadian Prime Minister Justin Trudeau famously said in 2022 that citizens can't use guns for "self-protection" in the country.



Halton Region is no stranger to controversy, even with its police force once coming under scrutiny in 2017 for encouraging pronoun use among residents. Halton Police told the public to ask others what their "preferred pronouns" are — and took it a step further by publishing a "Handy Guide to Pronouns."



This is the same region in which the school board has asked students to walk to to school and even wear an extra sweater so administrators can turn down the heat in their schools to "fight climate change."



In addition, Halton District also employs the infamous teacher with gigantic, prosthetic breasts, defending the teacher's gender identity despite public outcry and international condemnation.



Both Mian and the arrested intruder are awaiting trial.

Is there anything that puts us more in the spirit of the season than shopping at Walmart.



Normally, I would commend any company for improving productivity. But, it's having unfortunate consequences for the world's largest brick and mortar retailer.



Walmart rolled out self-checkout to streamline operations and reduce labor needs — but employees and customers say it's causing a surge in theft



Walmart CEO Doug McMillon said stores could close if the rising tide of theft wasn't stemmed.

Customers and employees blame self-checkout, which Walmart has increasingly relied on, for theft.

A loss-prevention expert said automation "means there's going to be less eyes on a transaction."



Walmart's CEO has said the retailer may need to close down stores because of theft — and many of the company's customers and employees blame one growing feature of the chain for enabling shoplifting: self-checkout.



Walmart's CEO and president, Doug McMillon, told CNBC earlier this month that theft "is higher than what it has historically been" and there would be consequences "if that is not corrected over time." Since McMillon made those comments, more than 100 Walmart customers and former and current employees have reached out to an Insider reporter to say the retailer must rely less on self-checkout.



"They need to hire cashiers again and do away with so many self-checkout," Mindy Stanley, a Walmart customer from Ashland, Kentucky, said. "I'd say they are losing so much due to that."



To be sure, Walmart still uses cashiers at stores across the US. But the Bentonville, Arkansas-based retail giant, like so many other retailers, has increasingly relied on automation as a means of improving customer experience and reducing labor costs.



Walmart declined to answer questions on its ratio of self-checkout kiosks to traditional checkout lanes staffed by cashiers, which surveillance tools it used to prevent theft, whether self-checkout had posed additional risks of theft, and how much Walmart had lost via theft this year. Reuters reported in 2015 that the world's largest retailer was likely losing about 1% in US revenue — or roughly $3 billion — every year to customer and employee theft.

Smoking marijuana may do more damage to lungs than cigarettes, a new study suggests.



The study, published Tuesday in the peer-reviewed journal Radiology, found marijuana may be linked to an increased risk of emphysema over smoking tobacco alone.



The results come as states continue to legalize the drug and health experts, who are increasingly concerned with its impact on lung health, call for more research.



"It's no surprise to me," said Dr. David Kaminsky, a pulmonologist and professor of medicine at the University of Vermont, who is unaffiliated with the study. "A burning leaf is a burning leaf ... the lung doesn't know the difference if it's tobacco or marijuana."



Emphysema is a condition where the lungs' air sacs are damaged until they eventually rupture, according to the Mayo Clinic. It can cause a long-term cough, shortness of breath and wheezing, and it's irreversible once it develops.



The study looked at chest scans from 56 marijuana smokers, 33 tobacco-only smokers, and 57 nonsmokers taken from 2005 to 2020 in Canada.



Researchers found emphysema was more common in marijuana smokers than those who didn't smoke at all, and more common in marijuana smokers who were 50 and older than those who only smoked tobacco. They also found a certain subtype of emphysema that affects the outermost parts of the lung, called paraseptal emphysema, was more common in marijuana smokers compared to tobacco-only smokers, regardless of age.



The scans showed more instances of airway inflammation among marijuana smokers compared to people who smoked cigarettes only or not at all.



The average quantity of marijuana smoked by participants was about 1.85 grams per day, though less than half of the smokers specified their daily use. The study only included tobacco smokers who were 50 and older and smoked at least one pack per day for 25 years.  





Due to the some of the study's limitations, health experts say it's difficult to directly compare tobacco and marijuana risks. Fifty out of the 56 marijuana smokers also smoked tobacco, and study authors did not account for the participants' other health conditions.



However, experts say the study does ring alarm bells and suggests smoking marijuana may not be totally risk-free. They argue it's important to continue researching the risks and benefits of inhaling marijuana as more states begin to legalize the drug.



"There's definitely a concern that we're going to see another generation of lung disease related to these behaviors," said Dr. Albert Rizzo, chief medical officer of the American Lung Association.

Seven people have died, including the shooter, after a shooting at the Walmart on Sam's Circle in Chesapeake, Virginia, Tuesday night, police said.



A law enforcement source told ABC News that "preliminary info is it was an employee, possible manager, went in break room and shot other employees, and himself."



Police could not confirm if the shooting was contained to one part of the store and said it's "very fluid, very new right now."



"It's sad, we're a couple days before the Thanksgiving holiday," Chesapeake Police spokesman L.C. Kosinski said.



"We're only a few hours into the response, so we don't have all the answers yet," the city of Chesapeake tweeted. "Chesapeake Police continue their investigation into the active shooter event at Walmart on Sam's Circle. We do know there are multiple fatalities plus injuries and the shooter is confirmed dead."

It is tempting to ascribe President Biden's incessant lies to cognitive decline and the ethos of his lifelong profession.



Politicians dissemble without shame – which, ironically, is why they constantly invoke their own honor and allegiance to the truth. Still, Biden's latest string of whoppers – that gas prices were sky high and the economy was in the tank when he took office, that he convinced the Congress to pass student loan relief, that he's a deficit hawk who has secured the border, that his son, Beau, died in Iraq – are so obviously false that it's hard to believe even a politician in his right mind would make such claims.



That he is the president of the United States, leader of the free world, makes this behavior especially troubling. And yet, those relatively small deceptions, so easily fact-checked and debunked, are the least of our problems because they do not simply reveal the partisan instincts of one softening mind. They also reflect the freedom Democrats and their leftist allies now feel to redefine reality itself by advancing their own array of Big Lies which are dividing and inflaming our country.



That he is the president of the United States, leader of the free world, makes this behavior especially troubling. And yet, those relatively small deceptions, so easily fact-checked and debunked, are the least of our problems because they do not simply reveal the partisan instincts of one softening mind. The most recent example is their framing of the vicious attack on House Speaker Nancy Pelosi's husband. The best available evidence suggests that Paul Pelosi's assailant, David DePape, is a mentally ill drug abuser who, his employer told the San Jose Mercury News, suffered delusions and held conversations with a magical fairy. Nevertheless, Biden and his political allies immediately blamed Republicans. These allies apparently include the mainstream media. Two days after the assault, the Associated Press reported that the fact DePape brought zip ties to Pelosi's San Francisco home was " the latest parallel to the Capitol riot of Jan. 6, 2021."



By this strained logic, so too was the fact he was wearing socks.



Instead of demanding that the authorities release security and body-cam footage that could illuminate the events of that night, almost all major news outlets cast DePape – an avowed nudist whose residence, Michael Shellenberger reports, sports "a Black Lives Matter sign in the window and an LGBT rainbow flag, emblazoned with a marijuana symbol, hanging from a tree" – as a dedicated soldier in the GOP's war on democracy. The New York Times reports that DePape seems to have embraced some far-right conspiracy theories, but an honest account would suggest that his mind was so addled that it is impossible to ascribe any coherent political motivation to his actions.



The left's rush to tie DePape around the neck of their political opponents is part of their larger effort to portray Republicans as an authoritarian group of white supremacists bent on taking the vote away from African Americans while taking up arms against their fellow citizens.



That there is zero evidence for such ugly smears makes no difference. The left believes this propaganda is useful to their pursuit of power and so they hammer it relentlessly. They did the same thing during Trump's presidency, pushing the fact-free claim that Donald Trump had conspired with Vladimir Putin to steal the 2016 election.



That they are now trying to make Republican "election denial" the key issue of the 2022 midterms tells you how confident they feel in their ability to spew unfiltered partisan spin through the compliant media. Hillary Clinton, for one, feels so protected that she is engaging in preemptory election denial, releasing a video that declares Republicans "already have a plan" to steal the 2024 presidential election.



And why not? In recent years the left has received little pushback from the legacy media as it has worked to normalize sweeping ideas that seek to redefine reality itself. Through their embrace of transgender ideology, they claim that DNA and the X and Y chromones are meaningless abstractions and that human beings are merely "assigned" a gender at birth.



After pretending that Critical Race Theory was an arcane academic theory taught only in upper-level law school courses, they insisted that we should teach children that racism is embedded in the DNA of Americans and explains every disparity between African Americans and their fellow citizens.



Voices that have risen in opposition have been widely condemned as racist and homophobic while the federal government has suggested they could be subject to arrest. The message: Shut up and submit, or else.

Self-described 'incel' arrested after recording himself harassing and pepper-spraying several women in Orange County, California



A self-described "incel" was arrested last week following several incidents in which the suspect recorded himself harassing and pepper-spraying women in Orange County, California.



KTLA reported that Johnny Deven Young was detained by San Mateo County authorities and charged with four felony counts of assault with great bodily injury, four felony counts of illegal use of tear gas, four felony use of a deadly weapon enhancements, eight felony hate crime enhancements, and five misdemeanor counts of violation of civil rights.
