To answer the question, and from my own experience, Canada's government are usually quite slow in doing things except for life and death situations, I guess it's mainly b/c they weren't the first to discover the effectiveness of Avigan, but it was China first, then they ask Japan's company, the one who invented Avigan to help teach them how to make it.
