China to Stage Rescue Operations Drill in South China Sea



Internal government documents reveal that the Chinese Communist Party (CCP) will stage a rescue operations drill this month near the Paracel Islands, a disputed archipelago in the South China Sea—which could escalate tensions in the disputed waters.



According to a notice issued by the Hainan Province Development and Reform Commission and obtained by The Epoch Times from a trusted source, the drill is scheduled for 9 a.m. to noon on Oct. 20; if the first one fails, another drill is scheduled from 9 a.m. to noon on Oct. 22.



South China Sea Dispute

Islands, reefs, and rocks in the strategic waterway are claimed by a number of countries, including Brunei, China, Malaysia, the Philippines, Taiwan, and Vietnam.



Beijing has used the "nine-dash line" to proclaim sovereignty over 90 percent of the South China Sea, despite a United Nations legal judgment in 2016 that refuted Beijing's claims.

US Ramps Up Unprecedented Effort to Counter China



The United States is responding to the Chinese Communist Party's (CCP) "unrestricted warfare" strategy by ratcheting up its war of words and escalating its countermeasures—a more hard-hitting approach to a threat that previous administrations failed to fully recognize, according to experts.



Top U.S. officials, as well as politicians from both sides of the political aisle, have expressed concern about China's increasingly aggressive and hostile stance toward the United States. FBI Director Christopher Wray said recently that no country presents such a danger to America's innovation, economic security, and democratic ideas than the Chinese regime.



National security adviser Robert O'Brien, meanwhile, recently said the United States will no longer be passive in dealing with China.



Aside from the rhetoric, U.S. counteractions have also ramped up. Wray revealed last week that the bureau currently has more than 2,000 active investigations that trace back to the CCP, marking a roughly 1,300 percent increase in economic espionage probes with links to the Chinese regime. He said the bureau opens "a new counterintelligence investigation that ties back to China every 10 hours."



The recent public proclamations from both the administration and members of Congress "reflect a frustration with China's aggressive theft of U.S. innovation and technology," says Nicholas Eftimiades, a former senior U.S. intelligence official and author of the book, "Chinese Intelligence Operations."



"The U.S. sees China's large scale economic espionage and covert influence activities as supporting economic predatory practices and military expansion in the South and East China seas," he told The Epoch Times.

Beijing Views US Consulates as 'Hostile Forces,' Orders Monitoring of Diplomats: Leaked Documents



Chinese authorities see U.S. consulates as "hostile forces" that conduct "infiltration and sabotage" activities on Chinese soil and have ordered officials to monitor key U.S. diplomats, according to a leaked document obtained by The Epoch Times.



At a time when bilateral relations hit a historical low, the document from Leizhou city of China's southeastern Guangdong Province offers a rare glimpse into how the Chinese regime deals with American diplomats.



In a four-page "work plan" dated April 2018, the Leizhou Foreign and Overseas Chinese Affairs Bureau described the "U.S. and other Western consulates in China" as key targets that could threaten the region's political and social stability.



All departments and units within the bureau must work to counter such influences, by effectively "blocking [the consulates] from establishing connections with key [Chinese] political figures, prominent lawyers, 'public intellectuals,' 'rights defenders,' and special interest groups," the bureau told its staff.



The bureau's goal is to "break all threats and nets" and leave no room for such attempts, the document stated.

Meanwhile, the Chinese side claimed that the incident was provoked by Taiwanese officials.



Spokeswoman for Taiwan's Ministry of Foreign Affairs Joanne Ou told local media on Oct. 19 that two officials at the Chinese Embassy in Fiji tried to enter the reception event on Oct. 8. When a Taiwanese official blocked them from entering, an altercation broke out. The Taiwanese official suffered injuries and was treated at a hospital.



According to Ou, the two Chinese officials wanted to collect information on who was attending by taking photos of guests.



Such violence constituted "serious violations of rule of law and civilized behaviors," Ou said.



Prior to the altercation, the Chinese officials were making a scene outside the reception, and they nearly forced their way into the venue, according to Taiwan's deputy foreign minister Harry Ho-jen Tseng, while speaking at Taiwan's parliament on Monday.

Almost 160 international experts on China-related matters have signed an open letter in support of New Zealand academic Anne-Marie Brady, with some saying that the professor is being administratively harassed by the University of Canterbury for her work documenting the Chinese regime's influence operations.



The letter, published on Oct. 7, was organized in support of Brady as she faces a review of her work by the university. It's addressed to the University of Canterbury's deputy vice chancellor of research, Ian Wright, and denounces the review, while calling on her employer to apologize.



The research paper (pdf), titled "Holding a Pen in One Hand, Gripping a Gun in the Other," is an investigation by the professor into how China's People's Liberation Army (PLA) exploited civilian channels for military purposes in New Zealand.



Brady specializes in Chinese domestic and foreign politics at the University of Canterbury in Christchurch. Her name rose to prominence after she published a research paper in September 2017 called "Magic Weapons" (pdf), which details how the Chinese Communist Party (CCP) has planned to achieve worldwide influence. The paper used New Zealand as a case study.



In her latest paper, Brady wrote that the CCP "is preparing China for what the Chinese leadership believes is an inevitable war."



"The New Zealand government needs to work with businesses and universities to devise a strategy to prevent the transfer of military-end-use technology to China," the research states.



It also claims that a number of universities in New Zealand have links to the Chinese regime's 5G telecommunications company Huawei, and that some academics have participated in Beijing's well-financed recruitment program, the Thousand Talents Plan, which has come under close U.S. scrutiny over possible threats to national security.

The State Department announced Wednesday it had greenlighted the sale of 135 precision land attack missiles, associated equipment, and training to Taiwan to improve its defense capabilities. The package is worth just over a billion dollars, it said in a statement. The missiles are made by Boeing.



"This proposed sale serves U.S. national, economic and security interests by supporting the recipient's continuing efforts to modernize its armed forces and to maintain a credible defensive capability," it said in a statement. "The proposed sale will help improve the security of the recipient and assist in maintaining political stability" as well as military balance and economic progress in the region.



"The recipient will be able to employ a highly reliable and effective system to increase their warfighting effectiveness as needed, which can counter or deter aggressions by demonstrated precision against surface targets," it said.



Taiwan has thanked the United States for its support as it faces escalating rhetoric of war from the Chinese Communist Party (CCP). The Trump administration has stepped up military and diplomatic support for Taiwan in recent months, including offering significant backing for Taiwan's leadership in combatting the coronavirus pandemic.

Several American administrations have approved large military sales to Taiwan over the past four decades..



Most of have been of a defensive nature, I don't know about this package..



It has not even come close to the thousands of missiles China has aimed at Taiwan, not to mention China's sophisticated e-warfare.

If it's to help Taiwan attack, that would be a change..



But, that might be in violation of The Taiwan Relations Act.
