Obongo's legacy will be based on this very poorly thought out, but rushed legislation.

In its new budget outlook, CBO very clearly states that Obamacare amounts to an implicit tax on work and workers that will reduce employment by as much as 2.5 million jobs over the next ten years.



Here's how the CBO arrives at its new conclusion:



As workers transition from part time work (without benefits) to full time work (with health benefits) many workers will actually lose income in the form of the subsidies that they will have to forgo (and the additional fact that lower wage workers, who are in lower tax brackets, won't benefit as much from the implicit subsidy they will get from the special tax treatment of health benefits bought at work). CBO seems to focus mostly on people who are out of the labor force for a period of time and transitioning back to full time work, which suggest its estimates may be low.



CBO states, in reference to these impacts, that the "exchange subsidies effectively constitute a tax on labor supply for a broad range of workers." CBO focuses mostly on those transitioning to full time work (with benefits). But the same disincentives apply to workers on Obamacare who are already employed full time, and looking to grow their income.



The congressional actuaries go on to state that forgoing Obamacare subsidies and returning to full time work with health benefits (for lower wage and middle class workers) amounts to an average, implicit tax of about 15% paid by each worker. CBO does note that these considerations only affect a segment of the workforce – specifically the middle class and working class who earn annual incomes that put them below 400% of the Federal poverty level (about $95,000 for a family of four). But that represents a large portion of the labor market.



These disincentives can't be easily fixed — they are baked into the structure of the Obamacare subsidies. A refundable tax credit, similar to the one offered in some conservative plans, sidesteps many of these effects.



Equally significant are some points that CBO doesn't get into in its report.



Principal among them is the fact that Obamacare is going to make certain wages sticky as more workers try and stay under certain income ranges in order to maximize their subsidies.

I don't fault Harper, Obama, Cameron or Hollande for running up huge deficits in the middle of the worst financial crisis since the great depression. The consequences of not acting would have been dire. What bothers me about Obama is the great green energy fiascos that have made some of his supporters very wealthy and taxpayers on the hook. Obamacare Finally Gives Workers The Freedom Conservatives Demanded



On Tuesday, the Congressional Budget Office projected that The Affordable Care Act will reduce the number of full-time workers by 2.3 million in 2021, leading critics to seize on the claim as evidence that the health care law is undermining job growth.



But that's not what the CBO actually said. In fact, CBO economists write that "[t]he estimated reduction [in labor] stems almost entirely from a net decline in the amount of labor that workers choose to supply, rather than from a net drop in businesses' demand for labor." Americans won't be losing their jobs, but people who are only working to maintain access to their employer sponsored health insurance plans will be able to leave the workforce or work fewer hours because they can obtain coverage elsewhere.



That's a goal that prominent Republicans, conservative think tanks and policy analysts have supported for years:



– "A lot of people change their jobs. So the tax benefit should change and go with them, and not be attached to their jobs. We want to address job lock. So, the key question that ought to be addressed in any health care reform legislation, is are we going to continue job lock, or are we going to allow individuals more choice, and portability to fit the 21st century workforce?" – "Today, leaving a job or changing jobs means leav­ing behind the health insurance provided at the place of work. Individuals who wish to take a better job, change careers, or leave the workforce to raise a family or to retire early take substantial risks. [...] Under the McCain plan, which links tax breaks directly to individuals instead of to their place of work, individuals would no longer feel obligated to stay with their employers simply because they need to keep their employer-based health insurance. – "Of course there are a number of things that I like in health care reform that I'm going to put in place.... I also want individuals to be able to buy insurance, health insurance, on their own as opposed to only being able to get it on a tax advantage basis through their company." [Mitt Romney, 9/9/2012]



– "[T]he employer-based system leads to 'job lock,' whereby people are afraid to leave their jobs if they fall ill on the job, because switching plans could mean higher premiums or denial of coverage." [Avik Roy, former health care adviser to Mitt Romney, 2/7/2012]



As Sen. John McCain (R-AZ) explained in 2008, while rolling out the health care proposal that animated his presidential campaign, "'job lock' reduces opportunities for American workers because they often pass up new jobs for fear of losing their health care coverage." The health care law will start to change that predicament.

Conservative Seize On Report To Argue Obamacare Is A Job Killer — But The Author Says They're Wrong



On Wednesday, Congressional Budget Office (CBO) director Doug Elmendorf refuted the claim that the Affordable Care Act is a job killer — a misleading takeaway from his agency's new report that is being touted by Obamacare critics.



Testifying before the House Budget Committee on the CBO's newly released economic projections for the next decade, Elmendorf addressed the report's finding that the Affordable Care Act will reduce the labor participation rate and the total number of hours worked by an equivalent of 2 million jobs in 2017. According to Elmendorf, that statistic is being taken out of context to suggest that Obamacare will eliminate jobs.



Elmendorf also noted that the ACA is actually expected to boost the economy in the near-term by making health insurance and medical care affordable for the poorest Americans, giving them the freedom to spend money in other areas of the economy. "On balance, CBO estimates that the ACA will boost overall demand for goods and services over the next few years," states the report.

"We expect as other analysts believe that over time costs that employers bare for their employees end up being borne by the employee in the form of lower wages."

So. Instead of a 6,000 increase (as per the previous norm (normal raises - price increases etc.) - during 5 years under his flunkies, the net loss for workers is actually $10,000
