I dont know how that not plowing thing works since your regular domestic cars get stuck on the streets pretty easily.
And if they move forward, the ride is highly unstable.

The city I live in puts a lot of salt on the busiest roads. For the rest, they use gravel. I guess broken windshields are not as bad as vehicles rusting.

We have stopped using salt because it attracts the wildlife... Mainly reindeers.
We use sand but its mainly for pedestrians.
