The U.S. State Department has drafted a letter urging colleges to review their relationships with Chinese-backed Confucius Institutes and to "move quickly" to guard against the Chinese regime's theft of U.S. research.



The call was made days after the department designated the Confucius Institute U.S. Center (CIUS) a Chinese diplomatic mission, a move that restricts its operations in the United States. CIUS is a Washington-based organization that promotes and supports Confucius Institutes and Classrooms in universities and schools across the country. The programs, funded by the Chinese Communist Party (CCP), have attracted growing scrutiny over concerns that they spread Chinese propaganda and restrict freedom of expression in U.S. classrooms.



There are currently 75 Confucius Institutes within U.S. universities, according to education advocacy group National Association of Scholars.





"While ostensibly intended to teach Americans about Chinese language and culture, they also exert malign influence on U.S. campuses and disseminate CCP propaganda," Keith Krach, undersecretary for economic growth, energy, and the environment, wrote in an Aug. 18 letter to the board of directors of U.S. universities and colleges.





Krach said there is mounting evidence that the institutes advance the regime's influence on college campuses by "providing institutions with financial incentives to abstain from criticizing PRC [People's Republic of China] policies; putting pressure on faculty to self-censor; monitoring overseas students for loyalty to the party; and undermining freedom of expression by disrupting campus events deemed controversial to the CCP."



He asked the university boards to "examine carefully" the activities of Confucius Institutes on their campuses to ensure academic freedom isn't being undermined.





The official also called on colleges to protect themselves from the CCP's efforts to steal U.S. intellectual property through its state-backed recruitment plans. The regime has more than 200 such programs, Krach said, which aim to lure foreign experts to work in China, facilitating the transfer of U.S. research and know-how to the country.



"For the CCP, international scientific collaboration is not about advancing science, it is about advancing the PRC national security interests," he wrote.



Krach said universities should take more action to vet academics for financial conflicts of interests and whether they receive funding from China.

WASHINGTON—The Trump administration on Wednesday suspended or terminated three bilateral agreements with Hong Kong covering extradition and tax exemptions, the latest in a series of U.S. moves in response to China's imposition of strict national security laws over the former British territory.



"The Chinese Communist Party chose to crush the freedoms and autonomy of the people of Hong Kong," Secretary of State Mike Pompeo wrote on Twitter.



The State Department cited Beijing's violation of its pledge for Hong Kong to retain broad autonomy for 50 years after its 1997 reversion to Chinese rule.



President Donald Trump already had determined that Hong Kong was no longer eligible for the continued preferential treatment it enjoyed from the United States. The three agreements cover the surrender of fugitives, transfer, and convicted prisoners and reciprocal tax exemptions on income from international shipping.

Beijing Leverages Global Network to Lure Top Scientists, Gain Technology, Report Says

The Chinese regime has built a worldwide network of 600 outposts to recruit foreign experts and scientists in a bid to acquire advanced technology, according to a new report.



U.S. officials have increasingly warned that Beijing uses state-backed recruitment plans to facilitate the transfer of American technology and know-how to China. Under these plans, foreign experts are paid to work in China, including opening labs and conducting research at Chinese institutions.

The Chinese Communist Party (CCP) leverages at least 600 "talent recruitment workstations" around the world to support its talent programs, the report found. The United States has the most stations with 146, with other technologically-advanced countries including Germany, Australia, UK, Canada, Japan, and France, also hosting dozens of outposts each.



"The stations work on behalf of the Chinese Government to spot and pursue talent abroad," the report stated.



First established in 2006, the regime has drastically dialed up its rollout in the past few years, the report stated. More than 115 of the 600 sites identified were set up in 2018 alone, it added.



Between 2008 and 2016, the CCP's talent plans recruited almost 60,000 overseas professionals, the report stated, citing official statistics. The regime runs more than 200 talent recruitment programs, with the most well-known being the Thousand Talents Plan.



These stations are typically run by local groups—such as community, professional, student, or business associations—who are contracted by Chinese authorities to recruit individuals, according to the report. They can be paid as much as $29,000 for each person they recruit, and up to $21,000 a year for operating expenses, it stated.



Overseas offices of Chinese companies also host recruitment stations, and one was also set up in the Confucius Institute at University College Dublin, the report added. Confucius Institutes are Beijing-funded language centers that have drawn backlash over its role in spreading propaganda and silencing dissent in American classrooms.



The findings come as the United States intensifies scrutiny over the regime's efforts to obtain technology by attracting American talent. U.S. officials cited the Houston Chinese consulate's ongoing work targeting local scientists for recruitment to China as a reason for ordering the consulate's closure in July. The U.S. Justice Department in the past year has brought a spate of prosecutions against Chinese and American researchers who allegedly hid their ties to and funding from China, sometimes while simultaneously receiving federal grant money.

A hacking group claims to have breached three Chinese tech companies responsible for the Chinese Communist Party's (CCP) social media surveillance Saturday, with the group attempting to blast leaked documents across social media.



"We think the public deserves to know about the CCP's attempts to undermine democracy and freedom of expression," the hackers said in an email to VICE.



"We don't want to become the story and we want to protect ourselves. But we can tell you that we hacked the companies," the hackers added. "And that we did it because we think the CCP's desire to put out fake news and interfere with democracy needs to be challenged."



The leaked documents allegedly show a presentation by Knowlesys regarding one of its products called the "Intelligence Center," which allows governments to track what "the opposition party" talks about and does on Facebook, Twitter, YouTube, and elsewhere. (



Such surveillance is reportedly critical for China's ongoing social credit system, in which citizens are assigned a rank based on how closely their lives adhere to ideals put forward by the CCP. Citizens' social media activity is a major part of a person's assigned credit.



The Chinese government announced the new social credit initiative in fall 2017, penalizing people for criminal behavior as well as what they buy, do, and say. The country implemented President Xi Jinping's policy of "once untrustworthy, always restricted" approach to social engineering.

WASHINGTON (AP) — A NASA researcher and Texas A&M University professor has been charged with accepting federal grant money while hiding work he was doing for an university established by the Chinese government as well as his affiliation with Chinese-owned companies.



Zhengdong Cheng faces charges of wire fraud, conspiracy and false statements, according to a criminal complaint released by the Justice Department on Monday. He was arrested Sunday.



The case against Cheng is part of a pattern of Justice Department prosecutions against researchers at American universities who are accused of concealing their professional relationships with Chinese universities. The Trump administration has been particularly concerned that professors could exploit their ties to China, and their participation in talent recruitment programs, to steal intellectual property for Beijing's economic benefit.
