New immigration rules could cost taxpayers $21B: Fraser Institute

Immigration Minister Chris Alexander speaks to new immigrants in CalgaryIn January, Citizenship and Immigration Canada will be re-opening the controversial Parent and Grandparent (PGP) immigration program to new applications.



The program was put on a temporary moratorium in 2011 because of a huge backlog. To clear that queue, Canada welcomed 25,000 parents and grandparents in each of 2012 and 2013. In 2014 we'll welcome an additional 20,000.



The new rules are stricter than before: only 5,000 applicants will be approved every year and sponsors will have to take on a greater burden: Specifically, Canadians sponsoring their parents will have to prove a higher income threshold and ensure that their immigrating relative doesn't seek social assistance from the government for a full 20 years.



Despite the new rules, the Fraser Institute says that getting through that backlog could still cost taxpayers between $21 billion and $40 billion.



"While the government's package is designed both to assuage sponsors of parents and grand parents, particularly those in the backlog, as well as shift more responsibility for support for those sponsored in the future from taxpayers onto the shoulders of the sponsors, the program will still remain relatively costly since the public will bear most health care expenses, even in the case of new applications," notes the report by the policy think-tank.



"The new measures come with a significant price tag since the 70,000 being admitted in 2012 and 2013 and planned for 2014 could cost tax payers as much as $21 billion during their life times in Canada and, if all those in the backlog are eventually allowed to come here, the total bill could come to more than $40 billion."

The report's author — Martin Collacott — suggests that Canada should emulate Australia.



In that country, those who want to sponsor a parent must pay an upfront fee of approximately C$45,000 and are expected to post a financial bond as an assurance of support.



Collacott also suggests that Canada require sponsors to purchase a comprehensive health insurance package for their parents or grandparents so that Canadians don't have to pay for those costs.



While the Fraser Institute isn't advocating for a total ban on parental immigration, their report seems to fit public sentiment.



According to a March 2013 Forum Research poll, 63 per cent of Canadians don't think that imigrants should be allowed to bring their extended family to Canada with them, including parents, grandparents and grown children.



Others disagree.



Before the new federal rules came into place, the issue of family re-unification became a hot political potato.



During the 2011 election campaign, NDP MP Olivia Chow told Yahoo Canada News that bringing parents to Canada has a lot of benefits to our economy.



"We would increase the number of visas that are awarded to parents and grandparents which would be a great benefit to Canada as they would look after their grand kids and allow the parents to go out and work, pay taxes and contribute to the Canadian economy," she said.



"Canada still does not have a universal child care program and anyone who has kids knows how expensive day care is."

Toronto-based immigration lawyer Michael Niren says that there's also a humanitarian element to all this.



"I'm glad to see that the government is keeping its promise to re-open this category. It is just humanitarian to permit Canadians to bring their elderly relatives usually in order to take care of them," he told Yahoo.



"In terms of the costs associated with opening the doors to elderly immigrants, it is frankly insignificant in the grand scheme of things and allowing families to unite overseas and across borders is what living in a democracy is about. Mobility rights is a corner stone and you can't put a price on that."

If an immigrant has the means to support themselves and they're families once they arrive, I think that's good. As for refugees, it's tricky I think. While there are many who are genuine in they're claims and really do need help and will give back when they get on they're feet, there ARE once who will take full advantage of our system and abuse it.



We've been friends with a man and his kids (now grown adults) who came from Egypt after travelling literally on foot from Sudan. The kids lost they're Mom along the way, killed. My son was his son's very first friend when they came to Canada. They didn't know how anything worked and we talked and showed them, from Halloween to credit cards to how to achieve good grades in school to getting a job. They've been here for 14 years now. They all work very hard and are very nice caring people.



We've also met people who said that our immigration is a joke and that it's so easy to get anything they want when they come here, these are the ones that do take full advantage and don't give anything back. I wanted to smack the guy, he was so proud of how he was able to work the system.  :x  But there are people who aren't immigrants who do the same thing  :x

I make the distinction between immigration and refugees. Immigration by highly skilled people is a definite advantage for Canada. They come here and follow all our rules and make a positive contribution and fill skill shortages.



Refugees should not be allowed to stay period. It should be temporary asylum from persecution not a backdoor around our immigration process. Too many refugees are unable to qualify as skilled immigrants. Too many are not fleeing genuine persecution from their governments either. Then you have the ones that could go to other countries, but don't.



I would like to see some changes to our refugee process where all potential entrants to Canada are screened offshore and quickly sent back to where they came from if they are denied entry. The Conservative government has made some positive changes, but they do not go far enough to prevent abuse. Immigrants like us that followed all the rules are disgusted by these queue jumpers.

Criminal uses 3 different names to get Canadian citizenship



Rambo Wong Senior became a Canadian after being convicted and deported

Rambo Wong senior allegedly used three different names to hide his past and get Canadian citizenship.





The federal government is attempting to revoke the citizenship of a Vancouver man who allegedly used three different names to hide his criminal convictions so he could become a Canadian.



According to Federal Court documents, Rambo Wong senior arrived in Canada in 1988 and proceeded to rack up a string of criminal convictions for drug possession, uttering threats and numerous traffic violations.



After he was convicted, his application for permanent residency was rejected and he was ordered deported from Canada in 1997. But he left on his own for his home country of China before he was actually thrown out.



A few months later, he applied for residency in Canada, this time at the embassy in China using the alias Gary Oak and providing a new birthday. He was also sponsored by a new spouse.



But federal officials allege he failed to mention his past life in Canada, including his convictions, plus outstanding charges in Washington, the deportation order and his previous marriages and children.



His application was successful and he immigrated to Canada and in 2001, he was granted citizenship.



Arrested once again



But during his second stay in Canada, he was once again arrested under the name Gary Oak, this time for the production of marijuana.



Because of the outstanding immigration warrant, he was detained, and then released on the condition that he report regularly to immigration officials.



Court documents say he also spelled his newly adopted surname of Oak two ways - either with one 'a' or with two - creating another layer of confusion for officials.



Finally, in 2009, a border agent figured out the various identities belonged to the same person and last year Wong was convicted of lying to authorities and sentenced to house arrest.



But despite the prior removal order, the minister of immigration still needs to revoke the citizenship Wong allegedly got under false pretenses in order to get rid of him.          



Wong couldn't be reached for comment. His last known address was a hotel in the Downtown Eastside where he was living after he was charged with theft this summer.
