how long does it take to add smiles?

What I have heard is that it is a tedious task.

how does this forum run? is it programs or HTML? , I have created forums and website before and it was just programs. There already a code base "outline" made so it cant be that hard.

When installing smileys you load them as I mentioned into the file system, that's the easy part. You just drag, and drop.

After it the not so fun part, you go through the list of smiley in the Admin controls and name, and place each smiley.

It just takes a lot of time, and best to do a few at a time not to go nuts.

Placing them where you want them is the longest part if you do that part, you can leave them randomly placed.

It's a phpbb program using coding, some html.
