In Canada, any air gun under five hundred feet per second does not require any type of Possession and Acquisition License(PAL). Needless to say we have lots of air pitols that fire at 495 per second in sporting goods stores.

Maybe, you could stop them with repeater shots to the face. About seven hundred feet per second has the potential to be fatal. In th chest with just a t-shirt most likely a welt or bruise, but pain with four to five hundred fps.
