 It's like this here sometimes in order to keep the populations healthy.  It varies each season.

I assume in the north it's either frowned upon or banned completely, but in the more westernised south it's widely accepted.

Dunno. I'm not fluent in Korean. It's a liberal democracy like Canada. I read Seoul and Pusan have pride parades.
