Visits between Taiwan's head of government and members of the US congress are never official state visits.

And China is not an official state ally. Are they not partnered with a country the US is in a proxy war against at the time of writing? Why yes... yes they are. So it's either "fuck what they think about who gets to talk with who", or "roll over like a good little bitch when Winnie the Xi gets to rubbing his trouser trumpet in their pooter puckers direction", there's really not a lot of middle ground to be had here.
