Bill Clinton's administration created a lot of future problems. But, one thing his administration and the Republican congress did right was workfare instead of welfare.

Wromg! There is no payback to society on welfare at all. Welfare is a trap that keeps people in poverty. The civil service who's livelihoods are dependent on keeping the vicious cycle alive are the only beneficiaries of the cruel welfare trap.
