They absolutely do know why they keep losing but they can't admit it publicly because they'll never undertake the kinds of reforms needed to fix any of it. As long as they pretend to be clueless they can keep ignoring the actual problems that they'll never ever deal with; it would mean the end of business as usual and their donors/owners won't allow that.
