Absolutely.  The grift has been going on for decades.  Here's how it works:  Let's take the pervert opera in Columbia they shelled out 40k for.  USAid would award a contact to someone who would then send 10K down to Bogota for the perverts to put on their opera and then pocket the remaining 30K and call it "administrative overhead."

This is why they don't want Elon to get access to the Treasury payments database with names, bank account numbers, etc because then we can all see exactly WHO is getting all this money.  The probability is very high that these "contractors" are freinds and family members of the USAid bureaucrats who expropriate funds and award these ridiculous contracts.

And I would bet that 100% of them are politically active Registered Democrats.
