I was mindin' my own business walkin' inta this building, when I saw this rather attractive black dog, and I told her what a nice dog she was ( I think it was a She). "You're such a nice dog!" i said. Then she licked me on the hand!
It was a nice feeling, but at the same time kinda strange too.

Sounds like the dog was looking for a home. You should have taken her, it's always good to have a dog around.
