How can someone possibly defraud a lending institution with inflated valuations when it is the fiduciary responsibility of the lender to asses the financial risk and send out an independent 3rd party to appraise the property?

Even after all of the that, when the appraiser comes back with a valuation number, and lets just say it's 1,000,000 in this instance the lender STILL does not lend out the full 1,000,000. 90% of that maybe on the most aggressive of lenders.

So wheres the fraud?

Especially when ALL of the loans cited have already been paid back with interest?
