That happened in Alberta and Nova Scotia I believe when the NDP was the government. They capped auto insurance and many hig risk drivers found themselves unable to get insurance at any price.

BTW the researcher said in that video that they found 70% of the people leaving the state had an adjusted gross income of $200,000 or more.  The high earners are flying the sky high income tax on thos state and that small group pays half of the state income taxes.
