Maybe there are "citizens" that need to be looked at very closely.  That jigaboo that did his best version of Grand Theft Auto in New Orleans a couple of weeks ago was a citizen as well as that inbred that turned a Tesla truck into a very hot vehicle.

If a person is showing warning signs of potential violence, distant surveillance doesn't violate personal liberty.  If you act in a way that makes someone think you're going to do something terrible, then when you're out in public, you should be watched.  You can still go on about your business, but don't do anything stupid
