According to the constitution only congress has the authority to declare war. However declaring war means you're going to keep attacking your enemy, Trump only ordered a one-time strike.

So I guess the question is, is it legal for the president to order a military strike without a formal declaration of war - a strike which he considers to be a necessary action which must be performed immediately.

I don't recall the Republicans invoking the War Powers Act when Obama was doing the right thing (for once) and bombing the shit out of ISIS.
