Cuba was an economic basket case with or without embargos. And that did not stop other countries from investing in Cuba. But, why would they and what would industries would they invest in.

As Herman pointed out they did not even allow the tourist industry to develop until after the fall of the Soviet Union.

Embargos are not responsible for the total failure of centrally planned economies. My parents were from Korea. The USSR and China put a lot of money into the DPRK. They gave the North access to their markets too. But, it is a backwards economy. It was designed to keep countries poor and under developed.

What is it that Cuba had to sell to the world that they could not because one country would not trade with them? It must have not have been that great of a product or Canada and the Europeans would have been buying it.
