You are correct that affluence works, in fact seems to work too well. Means one has to import and ultimately obliterate  the culture

China went from one extreme to another..



Mao wanted big families even though mainlanders were starving..



Deng wanted well fed smaller families.

The law was passed to do exactly that.



By limiting to 1 they now have the reality of the what was always to become the  obvious horrendous result > Few young, many old = far too little  income to make the country function.



Seems impossible that they couldn't see the obvious result while considering the law



The error was not in limiting, the error was limiting to 1



Plus, it will take a generation + to get back on track, IF they can survive that long
