While I may agree that something should be done, I still wonder if, in the long run, it would make a difference. Will suicide numbers drop if we go so far as to completely enclose bridges? Granted it's a Huffpo article but I ran across it while looking at this.

In this case barriers were not an effective means of suicide prevention, but rather an effective means of moving the problem somewhere else. Wouldn't it thus be better to use these funds for counseling and awareness in order to address the root problems?
